The Bronx

A House Judiciary Committee report examines immigration-related practices in New York City district attorney offices. It cites a 2019 Bronx guide on "immigration-conscious plea bargaining" that reportedly advised prosecutors in child sex crime cases to offer pleas to offenses that excluded the child's age as an element, and to keep domestic relationships out of conviction records in abuse cases. In Queens, DA Melinda Katz's office said it modified or vacated convictions for 21 defendants in her first year to avoid unanticipated immigration consequences. The report also notes NYPD has not honored any of nearly 10,000 ICE detainer requests over the past year, and cites a prior ICE review finding dozens of released individuals later rearrested.

Alex Nilaj, longtime leader of the Open Hand food pantry serving the Morris Park and Pelham Parkway neighborhoods of the Bronx, was detained by Immigration and Customs Enforcement last week during an immigration hearing at 26 Federal Plaza. The pantry, which serves about 8,000 people a month, has grown noticeably quieter since his detention. DHS said Nilaj, an Albanian national who overstayed his visa 20 years ago, was ordered removed by an immigration judge in 2008. Rep. Richie Torres and neighbors describe him as a respected community figure, not accused of any other offense. He is held at Delaney Hall while his attorney files a habeas petition; residents have launched a petition for his release.

Starting Oct. 19, New York City will offer free dog and cat food at 22 city-funded food pantries across all five boroughs, aiming to help pet owners amid rising living costs. The $500,000 initiative, announced by Mayor Zohran Mamdani's administration, adds pet food to existing pantry services in the Bronx, Queens, Brooklyn, Manhattan, and Staten Island. Officials, including Department of Social Services Commissioner Erin Dalton, said the goal is to prevent families from having to choose between feeding themselves and feeding their pets. Animal welfare advocates note the program could also reduce pet surrenders to shelters during financial hardship, helping keep animals in their homes.
NYC will offer free pet food at 22 food pantries citywide starting Oct. 19 under a new $500,000 city program.

A Bronx shooting in which an ICE agent shot Oscar Belgal, an undocumented immigrant with a prior arrest record, has become a flashpoint in New York City and state politics ahead of elections. Mayor Zohran Mamdani criticized ICE's actions and has pushed to limit cooperation between federal immigration enforcement and the NYPD, drawing sharp criticism from residents and officials who argue sanctuary-city policies let repeat offenders remain free to commit crimes. Congressional candidate Darializa Avila Chevalier faced backlash for defending Belgal, while critics drew comparisons to the case of NYPD Sgt. Erik Duran, who faces prison time after intervening to stop a fleeing suspect.

Supporters of stricter enforcement argue that had Belgal been deported after an earlier arrest, the shooting would not have occurred, while critics of the officer's actions say an investigation should determine whether the shooting was justified before conclusions are drawn. The incident has intensified debate over sanctuary-city status, bail reform, and public safety as New York heads toward upcoming elections.

U.S. immigration agents shot and wounded a man Thursday afternoon in Marble Hill, Bronx, while a 5-year-old child was present in his car, according to New York City police, eyewitnesses and Mayor Zohran Mamdani. Mamdani said early reports indicate agents surrounded the man and child before firing multiple rounds, and that the child appeared physically unharmed. He called the incident "unconscionable" and said he would press President Trump to end ICE enforcement actions in the city.

The Department of Homeland Security said ICE officers were conducting a targeted operation to arrest a Dominican national with a prior grand larceny conviction, multiple prior arrests, and alleged gang associations, when an officer discharged his weapon, injuring him; the man is hospitalized and expected to survive. DHS noted he had previously been arrested by NYPD but released under sanctuary policies. The shooting drew roughly 300 protesters to the hospital where he was treated, leading to scuffles with police and barricades. The incident adds to a growing tally of violent encounters involving federal immigration agents under the Trump administration, which has faced criticism over accountability as deportation operations intensify nationwide.

Rep. Alexandria Ocasio-Cortez met with Syracuse Mayor Sharon Owens for an hour-long lunch at the Salt City Market, part of a tour that also included stops in Buffalo and Ithaca. At each stop, she met with local Democratic and Working Families Party members to discuss strategies for re-engaging infrequent voters.

Notably absent from the conversation was any discussion of Ocasio-Cortez's own political future, despite widespread speculation she could run for U.S. Senate or the presidency in 2028. Owens said she appreciated that the congresswoman kept the focus on local and federal issues affecting Syracuse residents, including the Trump administration's deportation enforcement, the Interstate 81 viaduct removal project, and the state's recent withdrawal from project labor agreements. Owens also raised concerns about synthetic drug legislation and the taxation of large tax-exempt property owners like Syracuse University, noting Ocasio-Cortez said similar concerns arose in Ithaca regarding Cornell University. Monday's meeting was the first between the two officials.
