Hillsborough County, Florida

Early voting continues to outpace prior midterm cycles ahead of the Nov. 3 election. Nationally, more than 12.6 million Americans have voted early, with a CNN analysis of 25 states finding Democrats leading turnout among both high- and low-propensity voters, especially in Kansas and North Carolina. Iowa absentee ballots are up nearly 30% from four years ago, and Florida has topped 3.5 million ballots cast with Republicans narrowly ahead. Oklahoma saw a 41% jump in first-day turnout over 2022, driven largely by Democrats and independents, though Republicans still led overall. In Buncombe County, N.C., turnout has already surpassed all of 2022. Analysts caution early returns don't reliably predict final results.

Tampa's City Council is set to vote on a community benefits agreement tied to the new Tampa Bay Rays stadium, following the Hillsborough County Commission's requirement that the Rays provide $60 million in community benefits when it approved the stadium deal in August. The county, contributing up to $796 million to the project, would receive $39 million; Tampa, committing up to $80 million, would get $21 million. The agreement, covering 2027-2031, funds housing assistance in West Tampa Heights, Drew Park and East Tampa, plus support for the displaced Yellow Jackets Little League. The vote comes just before a pro-stadium council member departs, potentially leaving the council deadlocked on future related decisions.

Hillsborough County commissioners will vote on a Sheriff's Office-requested ordinance capping speeds for e-bikes, motorized scooters and bicycles: 10 mph on sidewalks, 15 mph on shared paths and trails, and 28 mph on roads and bike lanes. The rule would ban wheelies, stunts and "street takeovers," let police impound bikes on the spot, and fine parents after a child's second violation. It would also cover Tampa, Temple Terrace and Plant City where local rules don't already apply. Neighboring Pinellas County is waiting on possible state action after Gov. Ron DeSantis vetoed a similar statewide bill in June. A public hearing is set for Nov. 10.

Hillsborough County, Florida has declared a local state of emergency after locally acquired dengue fever cases climbed to 170, the highest total in the state. County Administrator Bonnie Wise signed the executive order, which took effect Thursday, Sept. 24, and lasts seven days unless rescinded or extended.

Statewide, Florida has recorded 190 dengue cases, a figure that does not yet include a newly confirmed case in Polk County. Hillsborough accounts for the overwhelming majority of infections and recently reported the region's first dengue-related death. The emergency declaration allows the county to pursue expanded mosquito control measures, including aerial treatments, and opens the door to potential federal reimbursement for related expenses. Officials are urging residents to sign up for notifications about treatment schedules in their neighborhoods and to use the county's online tracking resource. Health authorities continue to monitor the outbreak as case numbers rise across the region.
