Tampa, Florida

A ConsumerAffairs analysis of U.S. Census Bureau data ranks the Jacksonville metro area No. 2 among the 100 largest U.S. metros for property taxes rising faster than home values from 2022 to 2024. The typical homeowner's tax bill rose 21.7% while median home values increased 8.1%, a gap second only to Lakeland-Winter Haven, Florida. Nationally, home values rose faster than taxes over the same period, though a five-year view shows Jacksonville home values up 63.1% since 2019, outpacing a 44.9% rise in taxes.

Florida's Amendment 3, needing 60% approval, would raise the non-school homestead exemption to $150,000 in 2027 and $250,000 in 2028 while cutting the non-homestead assessment-growth cap from 10% to 5%. Backed by Gov. Ron DeSantis, it has split Republicans and drawn opposition from police, firefighter, and county groups warning of billions in lost local revenue; proponents argue local governments can absorb cuts after years of rapid tax collection growth.

Tampa's City Council is set to vote on a community benefits agreement tied to the new Tampa Bay Rays stadium, following the Hillsborough County Commission's requirement that the Rays provide $60 million in community benefits when it approved the stadium deal in August. The county, contributing up to $796 million to the project, would receive $39 million; Tampa, committing up to $80 million, would get $21 million. The agreement, covering 2027-2031, funds housing assistance in West Tampa Heights, Drew Park and East Tampa, plus support for the displaced Yellow Jackets Little League. The vote comes just before a pro-stadium council member departs, potentially leaving the council deadlocked on future related decisions.

Hillsborough County deputies arrested a Tampa woman after she allegedly crashed a stolen SUV into a patrol car while trying to evade capture. The Hillsborough County Sheriff's Office said its Real Time Crime Center flagged the vehicle, reported stolen by Tampa police, parked at a business complex on East Fletcher Avenue. When deputies tried to box in the SUV, the driver fled, nearly striking a deputy and hitting a patrol car in the process. Deputies later used a PIT maneuver to stop the vehicle near North 37th Street and Cambridge Woods Drive. The driver, identified as 27-year-old Jessica Johnson, faces multiple charges.

Florida sheriffs and firefighters have come out against Amendment 3, a ballot measure that would raise the homestead exemption and cut property tax bills on primary residences. At a Tampa news conference, Polk Sheriff Grady Judd and Florida Professional Firefighters President Wayne Bernoska, representing over 33,000 first responders, warned the measure would strip local governments of reliable funding for staffing, equipment and emergency response. Chief Financial Officer Blaise Ingoglia, who backs the amendment, argues local governments can cut spending elsewhere while preserving core services. Gov. Ron DeSantis supports the Republican-drafted measure, though a judge recently found its language does not protect core services, and Lt. Gov. Jay Collins says an implementation bill would be needed if it passes.

Hillsborough County commissioners will vote on a Sheriff's Office-requested ordinance capping speeds for e-bikes, motorized scooters and bicycles: 10 mph on sidewalks, 15 mph on shared paths and trails, and 28 mph on roads and bike lanes. The rule would ban wheelies, stunts and "street takeovers," let police impound bikes on the spot, and fine parents after a child's second violation. It would also cover Tampa, Temple Terrace and Plant City where local rules don't already apply. Neighboring Pinellas County is waiting on possible state action after Gov. Ron DeSantis vetoed a similar statewide bill in June. A public hearing is set for Nov. 10.

Florida's agriculture commissioner race is heating up as incumbent Republican Wilton Simpson seeks a second term against Democratic challenger Joey Mendoza Atkins, a trial attorney. Simpson touts his record protecting farmland from development, upgrading wildfire-fighting equipment, and building a new headquarters projected to save taxpayers money long-term. Atkins is campaigning on affordability, pledging to close a tax loophole that lets developers claim agricultural exemptions, push for gas and diesel tax relief for farmers, and oppose data center expansion. The low-profile but consequential cabinet post oversees food safety, firearm licensing, and wildfire response. No public polling is yet available on the contest.

Florida voters have less than two weeks to decide on Amendment 3, which would raise the state's homestead exemption for non-school property taxes from $50,000 to $150,000 by 2027 and $250,000 by 2028. Homeowners would need at least five years of ownership to qualify for the reduced tax bill. A Florida Policy Institute report estimates eligible homeowners would save $13.7 billion combined in the first two years. Local officials, including Tampa Mayor Jane Castor and leaders in Clearwater and Pinellas County, have raised concerns about lost revenue and potential cuts to city and county services, while Gov. Ron DeSantis has voiced support. The measure needs 60% approval to pass and would take effect in January.

Tampa's City Council is considering a charter amendment that would create an independent inspector general's office to investigate the mayor's administration, city departments, employees and contractors. The current Internal Audit Department reports directly to the mayor, limiting its ability to probe the administration itself. The proposed inspector general would have subpoena power and the ability to refer suspected wrongdoing to law enforcement, and would serve a five-year term after nomination by a selection committee and confirmation by at least five Council members. Removing the inspector general would require the same five-vote threshold plus cause, such as misconduct.

Council will review the amendment Thursday alongside other proposed changes aimed at giving the legislative branch more power to check the mayor. Mayor Jane Castor has called the effort a "power grab" that undermines Tampa's strong-mayor government, while Council members argue they currently lack recourse in disputes with the mayor. Miami-Dade County and Jacksonville already have similar offices. If advanced, the amendments would get a first reading Nov. 5 and a final vote Nov. 19 before potentially going to voters.
