Knoxville, Tennessee

Knoxville cut the ribbon on The Village at Inskip, a new 98-unit affordable housing community in North Knoxville offering 2-, 3-, and 4-bedroom layouts with rents starting around $1,300 a month; vouchers are accepted. Mayor Indya Kincannon attended the opening, noting the housing targets workers in hospitality and assisted living who need affordable options in a growing city. The development, built by local company Hopeful Housing over four years, sits near Inskip Park and includes a new KAT bus stop and crosswalk for residents without cars. Hopeful Housing president John Huber said the project aims to help low- to moderate-income residents avoid homelessness.

Knoxville, Tennessee voters will consider a city charter amendment allowing city council candidates to win outright in the primary with a majority of votes, eliminating the need for a runoff. The system already applies to mayoral and municipal judge races. Currently, even two-candidate races proceed to a regular election, and three-or-more candidate fields can trigger runoffs. The City Council approved placing the measure on the ballot in August, with members Doug Lloyd and Amelia Parker dissenting. Supporters say it would cut costs and improve efficiency. If approved, the change takes effect for the August 2027 primary, affecting three at-large council seats and District 5.

Tennessee voters will weigh two criminal justice amendments in the November midterm election. Amendment 1 would expand judges' authority to deny bail beyond capital murder to include crimes such as second-degree murder, child rape, terrorism, and aggravated torture, requiring judges to record their reasoning. Supporters cite public safety; opponents say it undermines the presumption of innocence. About 22 states already allow broader bail denial, while 10 jurisdictions, including New York and Georgia, do not guarantee a constitutional right to bail.

Amendment 3, a version of Marsy's Law, would add victims' rights protections, including notification, participation in proceedings, and restitution, while preserving due process. Early voting is underway ahead of the November 3 election.

Early in-person voting opened in Grand Rapids, Michigan, giving residents 13 days to cast ballots before the Nov. 3 general election—beyond the nine days required by state law. Voters can cast ballots at any of four sites—St. Peter and Paul School, GRPS University, Ottawa Hills High School, and New Hope Baptist Church—rather than being limited to a home precinct, as on Election Day. The city is also offering live wait-time tracking online. City Clerk Joel Hondorp said absentee voting remains the most popular early option, and voters can bring absentee ballots to any early voting site or their precinct to run through the tabulator in person. The early voting window closes the Sunday before Election Day.

Election offices in more than two dozen states, plus numerous members of Congress, have received suspicious letters containing a white powdery substance in the days before the midterms. Tennessee, Ohio, Oklahoma, Louisiana and Oregon officials reported intercepted or opened packages, some prompting evacuations and hazmat responses; preliminary tests have found no hazardous material. Affected lawmakers include Sens. Alex Padilla, Ted Cruz, Amy Klobuchar and Chris Murphy, and several California representatives. The FBI, U.S. Postal Inspection Service and U.S. Capitol Police are investigating. Election official associations condemned the threats. Similar mailings targeted officials ahead of the 2024 election and in 2023, when some contained traces of fentanyl.

Knoxville's home values rose far faster than property taxes between 2022 and 2024, according to census data analyzed by Consumer Affairs. The median home value jumped 24.7%, from $281,900 to $351,400, while the median property tax bill grew just 7.1%, from $1,214 to $1,300 — a gap of 17.6 percentage points, the fourth largest among the nation's 100 largest metro areas. Only McAllen-Edinburg-Mission and El Paso, Texas, and Syracuse, New York, saw bigger gaps.

Despite rapidly rising home values, Knoxville residents paid the least in total property taxes of any metro studied in 2024, while homes there ranked 55th highest in value nationally. Property tax growth failed to keep pace with inflation in Knoxville, Nashville and Memphis alike. In September 2026, Knoxville's city council cut property tax rates following a county reassessment. Separately, Tennessee voters will decide on a constitutional amendment permanently barring a state property tax, though the state has not levied one since 1949 and the measure would not immediately affect homeowners.

A Knox County, Tennessee commissioner is seeking a public hearing on whether Alex Moody, a member of the Knox County Board of Zoning Appeals, should be removed from his post after he was cited for misdemeanor simple assault. The citation stems from an incident in which Moody allegedly struck a protester outside a private event hosted by the conservative political group Heritage Hubs.

Commissioner Brandon Huckaby, who represents District 3, filed a resolution requesting the hearing under county code, which allows removal of a BZA member "for cause upon written charges and after a public hearing." The proposed hearing would examine evidence such as incident reports, video footage, and witness accounts, and would give Moody an opportunity to respond. Huckaby emphasized the hearing would focus solely on Moody's alleged conduct, not his attendance at the event or his political views, stating that a citation or news report alone is not proof of wrongdoing and that due process must be followed before any formal action is taken.

A Davidson County Chancery Court judge has ordered Tennessee officials to preserve all evidence related to the botched execution attempt on Christa Pike, including logbooks, surveillance footage, equipment and medical records. Pike, 50, survived two lethal doses of pentobarbital during her September 30 execution attempt and remains hospitalized in Nashville. Her attorneys say she has regained consciousness, begun speaking, and suffered severe damage to her arms, while still handcuffed and shackled to her hospital bed.

At a Wednesday hearing, Pike's attorney Luke Ihnen said prison officials had restricted her access to legal counsel. Judge I'Ashea Myles declined to immediately rule on removing the shackles but ordered the state to respond promptly to legal access requests. Assistant Attorney General William Ayers said no execution order is currently pending but would not say whether capital punishment proceedings will resume.

Gov. Bill Lee halted all executions after the incident and ordered a third-party review; prison chief Frank Strada has since resigned. Pike's attorneys, who argue the failed lethal injection amounted to cruel and unusual punishment, have renewed calls for clemency and say any second attempt would raise unprecedented legal questions.
