A Lakehurst, New Jersey man has pleaded guilty to vehicular homicide in connection with a July 31, 2025 crash that killed Allen Adams, 50, of Lumberton Township, who was working in a construction zone on Lakewood Road in Toms River. Douglas Smith, 52, entered his plea on Aug. 31 before a Superior Court judge, according to Ocean County Prosecutor Bradley D. Billhimer.

Police found Adams seriously injured in the roadway after Smith's vehicle struck him near equipment marked with flashing warning lights; Adams later died at a hospital. Smith showed signs of impairment at the scene and was later found to have a blood alcohol concentration nearly double the legal limit, along with cocaine, fentanyl and methadone in his system. He was arrested Aug. 28, 2025 and has remained jailed since.

Prosecutors will seek a 10-year prison sentence at Smith's Oct. 23 sentencing. Under New Jersey's No Early Release Act, he would have to serve 85 percent of that term before becoming eligible for parole.

A New Jersey Superior Court judge cleared the way Tuesday for the Ocean County Board of Elections to continue inquiries into the voting eligibility of dozens of Bay Head residents, denying an emergency injunction sought by the ACLU of New Jersey on behalf of the League of Women Voters. The plaintiffs argued the challenge process, aimed at registered Democrats and unaffiliated voters whose tax bills are mailed out of town, amounted to a politically motivated purge during the pre-election quiet period. The board countered that it is simply fulfilling its duty to verify domicile status.

A tense public meeting followed the ruling, with the evenly split board's Republican chairman George Gilmore and Democratic secretary Wyatt Earp clashing over a list of 39 flagged voters submitted by a local GOP official that included no Republicans. Several voters have already been removed or asked to be removed from the rolls. Gilmore drew sharp backlash, including for a joking remark about immigration enforcement being "on call" at the polls. The ACLU and League of Women Voters are weighing an appeal.

Lawyers for two Orthodox Jewish synagogues, Bais Brucha and Khal Anshei, are asking a federal magistrate judge to sanction Toms River, New Jersey, for failing to preserve laptops and phones tied to a religious discrimination lawsuit filed in 2021. The suit alleges the township worked to block expansion of the Orthodox Jewish community through discriminatory zoning, including a former 10-acre house-of-worship minimum and parking rules the shuls say unfairly burden religious sites.

Plaintiffs' attorney Roman Storzer says of 24 relevant township laptops, 11 are missing and three are encrypted; of 25 cell phones, nine are lost and five are inaccessible. A judge already fined Toms River $29,750 in October for contempt over discovery failures. Complicating the case, the township's insurer-appointed law firm is again seeking to withdraw as counsel, a request a judge denied once already. Toms River is separately suing its excess insurance fund for more coverage, arguing the case is a civil rights matter, not a land-use dispute, as the township has already exhausted $2 million in existing coverage.

Since 2001, Lakewood Township has transferred 220 acres of public land near the Jersey Shore BlueClaws stadium at no cost to a development arm of Beth Medrash Govoha (BMG), a large Orthodox Jewish yeshiva. The entity, Cedarbridge Development, has resold the land to builders for nearly $70 million, while developers have saved over $8.6 million through local tax breaks (PILOTs) since 2018. A 2010 lawsuit challenging the deal as unconstitutional was dismissed. Constitutional experts say the arrangement may violate the state constitution's "gift clause" barring giveaways of public property without clear public benefit.

The New Jersey State Commission of Investigation is now examining similar municipal land deals involving PILOT tax breaks statewide, without confirming whether Lakewood is a specific target. The scrutiny comes as Lakewood faces a budget shortfall, a hiring freeze, and warnings of 2027 layoffs.

Robert Shea II, 42, a Berkeley Township resident and attorney for the Jackson Township planning board, was arrested Oct. 22 on two counts of distributing child sexual abuse material. The Ocean County Prosecutor's Office said Shea allegedly used a Snapchat account to send and receive the images. The case began with a cybertip from the National Center for Missing and Exploited Children, routed through the New Jersey State Police Internet Crimes Against Children task force. Investigators traced IP addresses to Shea's Berkeley home and a Toms River office before executing a search warrant that uncovered the Snapchat account on his devices. He is held at Ocean County Jail pending a detention hearing. Jackson Mayor Jennifer Kuhn has called for his removal from the planning board and ended the township's relationship with his law firm.

New Jersey holds its general election on Tuesday, November 3, 2026, with voter registration closed as of October 13 and mail-in ballot requests due by October 27. Polls are open 6 a.m. to 8 p.m. statewide. Top races include the U.S. Senate contest, where Democratic incumbent Cory Booker faces Republican Justin Murphy and several third-party and write-in candidates. All 12 of New Jersey's House seats are also on the ballot, with the 2nd Congressional District drawing particular attention as Republican incumbent Jeff Van Drew, who switched parties in 2019, defends his seat against Democratic challenger Zack Mullock, mayor of Cape May, and independent Ramon Mora Jr.

Three Toms River seats on the nine-member Toms River Regional Board of Education are contested this year, with the race colored by an ongoing feud between Superintendent Michael Citta and Mayor Daniel Rodrick over test scores, spending and Citta's new contract. Incumbents Ashley Lamb and James Capone are running with newcomer Gerard Nappi on a "Protect What Matters" ticket, facing a "Finance, Education and Accountability" slate of Anthony Colucci, Elizabeth Huber and Laura Picurro, plus independent candidate Kristen Hanson.

Property taxes dominate the campaign after steep increases tied to falling state aid and a $306 million budget; challengers cite spending growth and Citta's raise, while incumbents point to preserved schools and stability. Campaign donations linked to Rodrick's former chief of staff and a developer suing the township have added controversy.

Ocean County, New Jersey voters on Tuesday decide a contested Board of Commissioners race and a ballot referendum that would nearly double the county's open space preservation tax. Republican incumbent Frank Sadeghi, seeking a second term, faces Democrat Kia Phua, a Berkeley-based union official aiming to end a 37-year Democratic drought in countywide office. Sadeghi has emphasized infrastructure and managing rapid population growth; Phua is campaigning on property taxes, affordability and vendor-contract oversight.

Separately, voters will weigh raising the Natural Lands Trust Fund tax rate from 1.2 to 2.2 cents per $100 of valuation, unchanged since 1997, which officials estimate would add about $20 million annually for land preservation.

A Barnegat Township man has been charged with murder after his wife was found dead in their Windward Drive home on Sept. 7, Ocean County Prosecutor Bradley D. Billhimer said. Police responding to a domestic violence report around 6:30 p.m. found Eileen Garvin, 69, dead on the floor of the residence, while her husband, William Garvin, 67, was seated in a chair with a knife in his chest.

Investigators determined William Garvin was responsible for his wife's death and that his stab wound was self-inflicted in an apparent suicide attempt. He was taken to AtlantiCare Regional Medical Center in Atlantic City and listed in stable condition. He was charged with murder and, once released from the hospital, will be transferred to the Ocean County Jail in Toms River pending a detention hearing.

Barnegat police temporarily closed the section of Windward Drive between Bowline Street and Mizzen Drive during the investigation, saying there was no ongoing threat to public safety.

An Ocean County Superior Court judge has ruled that Toms River, New Jersey must livestream and preserve entire township council meetings, including the public comment portion, siding with the council majority against Mayor Daniel Rodrick's administration. Assignment Judge Francis H. Hodgson Jr. found the council acted within its authority when it adopted a January resolution mandating full livestreams on the township's YouTube channel, rejecting arguments from township attorneys that state open meetings law does not require broadcasting. The ruling followed a lawsuit by resident Philip I. Brilliant, later joined by the anti-Rodrick council majority, after the administration repeatedly cut livestreams once official business concluded.

The judge ruled against the council on a separate claim seeking to force the hiring of a records manager, but withheld judgment on a dispute over paying the council's outside law firm. The case reflects a broader power struggle over Toms River's Faulkner Act government structure and limits on mayoral versus council authority.
