Kentucky’s 3rd Congressional District: Who Wins the House Seat

Incumbent Mayor Craig Greenberg and Metro Councilwoman Shameka Parrish-Wright met Sept. 30 in their first debate since advancing from a nine-candidate May primary, where Greenberg took 53% of the vote to Parrish-Wright's 26%. Greenberg also holds a large fundraising lead heading into the nonpartisan general election, the first under a 2024 state law removing party labels from Louisville mayoral and Metro Council ballots.

Data centers dominated the opening exchange, with Parrish-Wright criticizing a large southwest Louisville project approved before the city's recent 180-day moratorium and calling for stricter rules than those Metro Council is weighing. Greenberg defended his administration's proposed regulations, including a size cap and ratepayer protections, and backed the moratorium.

On public safety, Greenberg pointed to continued gun violence despite declining shootings and homicides, while Parrish-Wright called for balancing policing with mental health and housing investments. On transit, Parrish-Wright backed raising TARC's decades-old tax rate; Greenberg touted TARC's improved finances while acknowledging funding needs a broader community discussion. Three write-in candidates are also on the race but didn't participate.

Michigan Gov. Gretchen Whitmer headlined the Kentucky Democratic Party's Forward Together Dinner in Lexington, calling Michigan and Kentucky "road maps of hope" and arguing Democratic governance in both states shows an alternative to what she described as chaotic Republican leadership in Washington. Whitmer, vice chair of the Democratic Governors Association alongside chair Gov. Andy Beshear, cited Medicaid protections, free school meals, pre-K, and tax cuts as evidence of Democratic wins in Michigan, while criticizing GOP-backed Medicaid and SNAP cuts, tariffs, and cost-of-living increases.

The sold-out dinner, the party's largest since 2012, also spotlighted Kentucky's May 2026 gubernatorial primary between Lt. Gov. Jacqueline Coleman and former Beshear adviser Rocky Adkins, both of whom pledged to support whichever candidate wins. Beshear, often mentioned as a potential 2028 presidential contender, declined to endorse either candidate. Speakers including U.S. Senate nominee Charles Booker and congressional candidate Zach Dembo attacked Republicans over Trump-era policies, framing the dinner as a launch point for Kentucky's midterm elections.

Sen. Mitch McConnell continued his return to the Senate this week, casting his first vote in more than three months on Monday after a five-week recess and appearing again Tuesday, when he voted to advance cryptocurrency legislation known as the Clarity Act. The Kentucky Republican, 84, had been out of public view since being hospitalized June 14 following a fall and a slight case of pneumonia, later moving to a rehabilitation center before being discharged August 6 to continue recovery and physical therapy at home. He has been seen being pushed onto the floor in a wheelchair.

Reaction has split along party lines. Kentucky Republicans, including Senate President Robert Stivers, praised McConnell's dedication and wished him well. Democrats, including Gov. Andy Beshear and Rep. Morgan McGarvey, welcomed his return but renewed calls for greater transparency about his health and absence.

McConnell has said his recovery has been "long and often frustrating," compounded by lingering effects of childhood polio, and that he is not yet back to full strength. He has assured Majority Leader John Thune he will keep up physical therapy and attend key votes, including a stalled farm bill in committee and looming government funding deadlines before the fiscal year ends September 30.

Central Kentucky voters will finally see live televised debates in two closely watched congressional races, with Election Day on Nov. 3 fast approaching. On Oct. 19 at 7 p.m., Republican Sen. Andy Barr and Democratic challenger Charles Booker are scheduled to debate live on WKYT in Lexington for the U.S. Senate seat. Booker previously ran unsuccessfully for the Senate in 2020 and 2022.

On Oct. 22 at 7 p.m., candidates for Kentucky's 6th Congressional District, Republican Ralph Alvarado and Democrat Zach Dembo, will debate on WDKY/Fox 56, also in Lexington. Each debate will run one hour.

Until now, neither race had featured a televised debate this cycle. Barr and Alvarado both declined invitations to appear on the statewide public broadcaster KET, leaving Booker and Dembo to go on its "Kentucky Tonight" program alone. Barr had earlier criticized public broadcasting after skipping a KET forum during the spring primary, calling it a "left-wing outlet."

Former Kentucky Governor Matt Bevin was arrested by the Bourbon County Sheriff's Office while working as a featured extra on a Christmas movie set at a horse farm in Paris, Kentucky, after a tip alerted deputies to his location. He was booked into a local detention center before being transferred to the Louisville Metro Detention Center on a charge tied to a Jefferson Family Court contempt order. He later appeared in court in an orange jumpsuit and handcuffs.

Judge Angela Johnson ruled Bevin must serve the full 60-day sentence, rejecting his attorney's request for home detention, saying he had shown "complete disregard" for the court. The contempt stemmed from Bevin's repeated failure to turn over financial records and appear at hearings in a child support dispute brought by his son Jonah, one of four children the Bevins adopted from Ethiopia, who alleges he was abandoned at an abusive, now-closed Jamaican facility. Johnson said she may revisit the sentence in 30 days; it remains appealable. Bevin served as governor from 2015 to 2019.

Kentucky has documented severe neglect and abuse at nursing homes statewide, with more than a quarter of its 267 facilities racking up "immediate jeopardy" violations and $4.73 million in fines over three years. A federal-state program meant to fix the worst offenders, the Special Focus Facility (SFF) program, allows Kentucky only one participating slot, currently held by Lyndon Crossing in Louisville, which has accumulated 16 immediate jeopardy violations despite 19 months of increased oversight. Five other facilities remain on a waiting list of candidates.

Critics, including the National Consumer Voice for Quality Long-Term Care and a federal inspector general report, say the program is too small (88 slots nationwide for nearly 15,000 homes) and fails to address chronic understaffing, the common thread behind most violations. Complicating enforcement further, CMS recently removed poor staffing as a criterion for SFF selection, and the Trump administration repealed both a federal staffing mandate and an ownership-transparency rule opposed by the nursing home industry. Kentucky has not adopted its own staffing minimums, leaving oversight largely reliant on inspections and fines that critics say rarely produce lasting improvement.

Armelle Bondonga, a Louisville resident who came to the U.S. as an asylum seeker from the Democratic Republic of the Congo, was taken into ICE custody on Aug. 12 after appearing for a scheduled marriage-based immigration interview. Her attorney, Arianit Osmani, says she has no criminal history and voluntarily attended the U.S. Citizenship and Immigration Services interview with her husband, a U.S. citizen, rather than evading authorities. The couple has a U.S.-citizen child.

Her husband's Form I-130 petition remains pending, and her father's related asylum case is before the Board of Immigration Appeals. Osmani says Bondonga now has a potential path to permanent residency through marriage, but an existing removal order complicates that process. Bondonga previously attended Waggener High School and was active with Future Ancestors, a student group formed after Breonna Taylor's death. Students at Louisville's J. Graham Brown School staged a protest opposing ICE policies, and local officials, including Councilwoman Shameka Parrish-Wright, have voiced support. State Rep. Nima Kulkarni has connected Bondonga's family with additional legal counsel through her immigrant legal defense fund.

Ohio voters on Nov. 3 will pick a successor to term-limited Gov. Mike DeWine, with Republican Vivek Ramaswamy facing Democrat Amy Acton and Libertarian Don Kissick. The same ballot includes a special U.S. Senate election to fill the remainder of JD Vance's term, pitting incumbent appointee Jon Husted against challengers; the winner serves until 2028. All 15 Ohio U.S. House seats are also up, under a new Republican-favorable congressional map targeting Democratic-held districts. In Kentucky, Republican Andy Barr and Democrat Charles Booker are competing for the seat long held by retiring Sen. Mitch McConnell. Indiana will re-elect its House delegation, and ballot measures appear in all three states.
