New Haven, Connecticut

The City of New Haven has agreed to a $16.5 million settlement with Adam Carmon, resolving a federal civil rights lawsuit stemming from his wrongful conviction in a 1994 shooting that killed 7-month-old Danielle Taft and paralyzed her grandmother. Carmon spent nearly 29 years in prison before his conviction was overturned by a Connecticut Superior Court in 2022. His lawsuit alleged New Haven police fabricated evidence, coerced false statements, and withheld exculpatory evidence. The settlement, reached days before a federal trial was set to begin, comes on top of $7.9 million Carmon previously received from the state. Mayor Justin Elicker apologized, citing outdated forensic practices since replaced by modern policing methods.

Scott Dyer, 35, of Naugatuck, Connecticut, was arrested Wednesday on a federal criminal complaint charging him with making interstate threats, according to the U.S. Attorney for the District of Connecticut and the New Haven FBI. Prosecutors allege Dyer posted comments on YouTube on October 8 and 9 threatening to kill Republican Party members, including unnamed "targets" he claimed to have selected in his local community, as well as a high-ranking public official.

According to court documents, Dyer claimed to have compiled a spreadsheet of hundreds of potential targets with personal information, said he had been stockpiling hollow-point ammunition and explosive precursors, and described plans to assassinate the public official. He appeared before a judge Wednesday and was released on a $100,000 bond into home confinement under electronic monitoring.

The New Haven Board of Alders Education Committee has formally called for "immediate action" from New Haven Public Schools leadership after months of testimony about hazardous building conditions. At a September 29 workshop, the board heard nearly five hours of testimony describing failing HVAC systems, leaks, mold, pests, broken doors and windows, temperature extremes, bathroom problems, and faulty electrical outlets. Health, fire, and emergency management officials confirmed the severity of the conditions, but the committee said district leadership offered no concrete plan to address them.

In a letter sent Friday, Oct. 9, the Alders outlined 16 high-priority steps to be completed within 30 days, plus additional measures within 60 days. District officials and Mayor Justin Elicker acknowledged the problems, attributing them to decades of chronic underfunding that has left routine maintenance insufficient to manage deteriorating infrastructure. Superintendent Madeline Negrón said the district would review the committee's recommendations and consult the Board of Education on next steps. Alders have requested a progress update at the next education committee meeting on Oct. 28.

A federal judge has temporarily blocked a Connecticut law that would have banned the sale of so-called "convertible pistols," handgun designs that lawmakers say can be easily modified to fire automatically. The law, passed along party lines earlier this year, was set to take effect this week but was halted after Glock sued the state. U.S. District Judge Kari A. Dooley ruled the ban is "likely unconstitutional" under the Second Amendment, citing recent Supreme Court precedent on firearm regulations.

The ruling gives Glock, whose handgun models were among those targeted, a preliminary legal victory. State Sen. Rob Sampson, a gun rights advocate, called the law "poorly conceived" and praised the decision. Connecticut Attorney General William Tong said the state disagrees with the court and will continue defending the law, setting up further litigation over the measure's future.

Gov. Ned Lamont and New Haven Mayor Justin Ellicker are set to meet with about 50 high school students at Metropolitan Business Academy in New Haven for a roundtable discussion on gun violence and community safety. The event, scheduled for 1 p.m. Monday, includes members of the New Haven citywide student council along with advocacy groups such as Connecticut Against Gun Violence. Organizers say the goal is to hear directly from young people about how to make their neighborhoods safer.

The discussion comes just before a new Connecticut gun law takes effect October 1. The law bars the sale and importation of certain newly manufactured semiautomatic pistols that can be converted into fully automatic weapons using a device known as a "switch," making violations a class D felony. State lawmakers passed the measure earlier this year, and Lamont signed it into law in June.

New Haven Mayor Justin Elicker met with high school students at Metropolitan Business Academy for a candid discussion on youth gun violence, joined by Gov. Ned Lamont, state lawmakers, and advocates from Connecticut Against Gun Violence. Students from Hill Regional Career High School described how social media amplifies trauma and peer conflict, with one noting how classmates change their behavior after online posts escalate tensions.

Students also challenged Elicker on poor school conditions, criticizing cosmetic spending on walls and logos while bathrooms remain in disrepair. Elicker acknowledged New Haven schools are understaffed compared to other districts, pointing to the city's limited tax base due to tax-exempt properties as a structural barrier to funding. He pledged continued personal engagement with students raising concerns, emphasizing the city's commitment to responsiveness over resignation.

New Haven Mayor Justin Elicker and Police Chief David Zanelli, joined by North Haven First Selectman Michael Freda, Connecticut State Police and officers from North Haven, West Haven and Yale University, are set to brief the public on arrests tied to a weekend street takeover that affected several area communities. The briefing is scheduled for September 2, 2026, at the New Haven Police Department Training Academy.

Officials said charges from the incident include firearm possession, stolen vehicles and reckless driving, with multiple ATVs and dirt bikes seized. The response comes from a regional task force formed in September 2023 by area municipal leaders and state police to combat street takeovers, coordinating enforcement, sharing intelligence and impounding illegally used recreational vehicles. So far in 2026, the task force and New Haven police have impounded 22 motorized recreational vehicles as crackdowns on the disruptive gatherings continue.
