Orange Village Council advances TIF process for Canyons residential development
PN Team • 2 months ago
Orange Village Council in Ohio voted 6-1 to approve a resolution delineating a proposed residential tax-increment financing (TIF) district for The Canyons development, beginning the required notice and public-hearing process. The vote does not establish the TIF itself; a separate ordinance would be needed. Homeowners would continue paying standard property taxes, with revenue from increased assessed value redirected to a village fund for public infrastructure. Orange City Schools and statutorily protected county levies would be held harmless, while certain unprotected county levies would be redirected to the village.
Residents pushed back on offering incentives to a project already under construction, questioning up to $800,000 in potential developer reimbursement. Financial estimates showed the development would generate roughly $24.5 million over 30 years without a TIF, with the TIF adding a net village benefit of about $2.8-3 million. Council debate grew tense over these figures, with dissenting Councilman James Boyle calling it unnecessary "payoffs to developers," while Mayor Judson Kline defended the plan as part of a broader economic framework tied to infrastructure and green space. A project workshop is scheduled for Sept. 17.
