Federal authorities arrested Jessica Bowie, 35, of Albany, N.Y., on charges of attempting to provide material support to a designated foreign terrorist organization after accusing her of plotting an ISIS-inspired attack on the New York State Capitol. According to a criminal complaint filed in U.S. District Court for the Northern District of New York, Bowie began communicating in mid-July with an FBI confidential source posing as an ISIS facilitator, identified the Capitol as her target, and conducted reconnaissance there on multiple occasions. She allegedly bought bomb-making materials, including nails for shrapnel, at a Home Depot using FBI funds, and later obtained an inert explosive device and a non-working handgun from informants before her arrest on Aug. 19.
Bowie, who converted to Islam five years ago, allegedly said she wanted to "kill the senators while they are meeting" and considered the White House a harder target for the future. Investigators said she discussed disguising the device in a food-delivery bag, escaping to Syria, and possibly staging further attacks, including in Times Square. After waiving her Miranda rights, she reportedly told agents, "I'm going to prison for the rest of my life." She faces up to 20 years if convicted; Gov. Kathy Hochul said there is no ongoing threat.
